Carte Blanche’s Bonita Nuttall recently bade farewell to Port Elizabeth with more questions than answers.

PE Metro has had so many municipal managers in acting positions over the past three years that no one has stayed long enough to be held accountable for decisions made under their watch.
How many months into a new position would you need to know the ins and outs of your job: three, maybe four at a stretch?
When we interviewed the Municipal Manager, Mpilo Mbambisa, he chose to have two of his colleagues present, as he had only been in the position for eight months and said he wouldn’t have all the details at his disposal.
And he was right. Almost every question I asked required answers from his colleagues, making it an epic interview that lasted almost three hours” ………….
