1. Service Delivery Call Centre Information
Kindly take note of the following information from the Metro should you have problems/complaints with regards to:
- burst blocked pipes
- non-compliance with building regulations
- illegal dumping
- sewerage problems
- illegal businesses
- environmental health
- by-law infringements
The following processes need to be followed to log complaints with the Service Delivery Call Centre. You can log a complaint by:
- Phoning the Service Delivery Call Centre on 0800 20 50 50
- E-mailing the Service Delivery Call Centre on firstname.lastname@example.org
For a complaint to be logged, they will need the following information:
- Detailed description of the problem (i.e. for a faulty street light, please quote the street pole number).
- Address where the problem is
- Complainant’s information
- Phone / contact number
Please note that a reference number will be provided by the Service Delivery Call Centre once the complaint has been logged on the system. I urge you to write this number down as we will be able to do check ups by using this reference number.
2. Collection of Black Bags
We received information from residents re refuse collectors asking for a “Christmas Box”. Apparently they even have a fake letter on municipal letter head authorizing. Kindly take note that these guys get salaries from the metro including a 13th cheque, so please don’t give to them any – they are already paid.
Report any such extortion to the metro JOC on 0800 20 50 50 with details of the truck.
Should you experience any problems with refuse bags not being collected, please contact the call centre on the abovementioned number to report it.
3. Linton Grange Library
We received the following information from the Linton Grange library:
Christmas fair will take place on 27 28 November 2012
Kindly take note that due to the closing of the schools for the festive season there will be no further book sales this year. The next book sale will be on 2 February 2013.
The library will close on Friday, 21 December 2012 and will reopen again on Wednesday, 9 January 2013.
4. Metro Refuse Bags Sold at Intersections
We have received numerous complaints of vendors at William Moffett Cape Road intersection, selling metro refuse bags. We reported this to the Metro and received the following feedback:
“… On Friday the 09 November 2012 I planned and executed a By law Enforcement Operation focussing on the black bag issue.
During the operation in Cape Road and William Moffat Express Way we executed one arrest and confiscated 442 black bags that is Council property…” and
“… On Friday, 10/11/2012 at 12:00, Security Internal Investigating Officers, Security By-Law Enforcement Officers SAPS conducted an inspection on vendors selling black refuse bags at the intersection of Cape Road William Moffett expressway.
The area was cordoned off and the vendors were searched. Two vendors were found in possession of Municipal black refuse bags and were arrested for being in possession of stolen property and detained at Mount Road SAPS.
A total of 120 NMBM black bags were confiscated and is booked in as evidence at the Mount Road SAPS.
In future the Security By-Law Enforcement officers will conduct regular inspections in various areas…”

5. News From the Metro
APPOINTMENT OF NEW ACTING MUNICIPAL MANAGER
“…The Council of the Nelson Mandela Bay Municipality had a special sitting on Tuesday, 04 December 2012 to consider a report by the Executive Mayor, Councillor Zanoxolo Wayile, on the appointment of an Acting Municipal Manager. In his report, Mayor Wayile recommended that Dr Israel Tsatsire be appointed as Acting Municipal Manager for a period of three months or until such time as a permanent Municipal Manager is appointed, whichever comes first. As was reported by the Executive Mayor in the last Special Council Meeting held on 22 November 2012, the Municipality is currently busy with the recruitment process for a permanent Municipal Manager and that a report recommending such appointment would be tabled in the Council meeting scheduled for 6 December 2012…”
Cllr Leon de Villiers, DA Leader of the Official Opposition in the Metro, issued the following media statement on 6 December 2012:
“The DA today withdrew their motion of no confidence in Executive Mayor, Zanoxolo Wayile, as the following major concerns have either been addressed or are in the process of being rectified:
The previous illegal Acting Municipal Manager, Mr Themba Hani has been removed from office.
All the recent illegal and reckless staff suspension imposed by Mr Hani has been lifted.
The Council has now appointed a legal Acting Municipal Manager until 4 March 2013.
The mayor today tabled a report to appoint a permanent municipal manager and although an appointment was not made, he has undertaken to do so before the end of February 2013.
The mayor today established a multi-party Task Team that must make a recommendation to Council on 24 January 2013, to declare the Municipal Public Accounts Committee a dedicated one.
The Council today adopted the new organogram in principle which now paves the way to start the recruitment of the various permanent Executive Directors.
The mayor today announced that advertisements for the vacant Executive Director positions will be placed by mid December 2012.
The mayor today established a multi-party Task Team to deal with the establishment of new Ward Committees.
The DA believes that the mayor has shown sufficient commitment to address the major challenges in this metro and hence we decided to not subject him to a vote of no confidence. We do however expect that the mayor will now follow through and ensure that the work in progress is fully implemented before 24 January 2013.
The DA is prepared and ready to bring good clean government, service delivery and infrastructure that work to all the people of Nelson Mandela Bay…”
